I took it apart to clean and now the head doesn't swivel. What did I do wrong?

There supposed to swivel? I got mines used from another cleaner and it didn't swivel. I'd just turn it like taking the cuff on/off. Not too much of the head comes off the hose... lol.. I stopped using it after it snagged a office chair. I got a HK tool now. No worrying on my part anymore.
