Oil dry scrubbed in with your feet then rinse again. Those spots will disappear easily.
That's how we got rid of them in the hangar when I was a helicopter mechanic. Stains were unacceptable.

You can just cover the oil spots and leave on for a day or two, it will pull the oil from the concrete. Not ideal for a customer's house, but it works.

Just put down a handful on a spot step on it and do the twist. Grind it in with your foot. Sweep it up then wash it off. Those spots will be gone and won't come back if you do it right.
