If soaking in Saiger's Red and Stripper along with a Malgirt scrub that brought up slurry and a high pressure rinse doesn't do it what would you suggest?

Oil dry scrubbed in with your feet then rinse again. Those spots will disappear easily.

That's how we got rid of them in the hangar when I was a helicopter mechanic. Stains were unacceptable.

so a dry shoe is more effective than a Malgrit brush?

I bet the hangers were sealed.

there has to be a limit as to how deep it will absorb oil, what's your guess?

It doesn't matter it always works, sealed or not.

It's the only way to finish the job I know of.
