I experimented with a pad sander that did work well except it was difficult to get it to slide across the back of the rug. A plate of stainless or UHMW made to cover the bottom with a smooth surface, with the edges turned up slightly to make it easier to move should work fairly well. If the jiggler made for carpet already has a smooth plate you're set.
The Badger would be better at knocking larger grit out of the nap and would do it faster. Once you need something faster.
