been there, and yes I found several tile cleaners that can soften the pigments in the outer hose sleeve. You might(?) try changing up your routine on the job. Wet an area, scrub yer grout lines, rinse going "in". Slide everything backwards and on to the next section. After years of doing this and having clean hoses I can't imagine another way.

Thats how I do it. It keeps the hoses way cleaner !
