Water Softener advice

I am trying to regenerate my water softener (first time.) I did purge originally and been running water through without any issues.
According to the instruction manual, (everything is hooked up correctly) the brine jug (3 gallons of water + 10 # of salt) should be emptied in about 15 minutes.
It emptied maybe 2 quarts in about one hour of running it.

Checked the water pressure- high enough.
Checked the siphon- it does suck, no air leaks.

Is that normal?

Can you check your water for softness?

The only way I am aware off is to send it to a lab.
Would that make a difference, as far as the brine draw when re-generating?
