We pay them too much! LOL 
Actually we don't pay them anymore just for receiving training. We consider that entry level stuff, background education to get you in the game.
They are paid more as they show they can put some of that training to practial use. Once they are able to run a crew, become a WDR crew leader and or supervisor then it's time to up the pay.
