Hi Jim,
That's my old Butler tool which is the same as the prochem tool. I really don't use it. It is a spare tool. That's like a cuff that just slips on, it comes loose when it hangs there. The place you mentioned seems correct, I don't know the city. When I picked up my Aero Tech they had a map with all the AT's and that was one of them.
